Urgent Action: Water Referendum in danger due to Colombian Congress' failure to respond

Through this action we would like to alert the national and international community that the project for constitutional reform in favor of water as a common good and basic human right is currently in danger. After 18 months, the popular initiative is aproaching its end due to constitutional limits that prevents it from being discussed from more than 2 legislative periods.

The Referendum should be debated and approved before the closing of the congresional session by then end of june. During the last 4 weeks we have been waiting for Representatives in Congress to define their position regarding the project. Nevertheless, due to their negligence, the issue of the referendum remains unresolved with the danger of it being sunk.


What to do?

Send this letter to the Colombian Congress asking them to debate and aprove this civitizens initiative that gathered the support of more than 2 million signatures:

Dear Sirs,
Congress of the Republic of  Colombia
Bogotá, D.C.


We express our concern regarding the future of project 171 2008 for constitutional reform, also know as the Referendum for Water as a Basic Human Right, that has been in process for more than 18 months in your institution; this popular initiative backed by more than 2 million signatures si now being threatened by the negligence of a large part of representatives that aim to negate it by having it pass its legal terms of no more than 2 legislative periods.

Also, we denounce the violation of  Law 5 of 1992, which gives priority to the Referendum for Water as a Basic Human Right, today in danger of being sunk for running out of time.


We call upon al congresional representatives to asume a more responsable position towards the colombian people,  ending the attempt to avoid the quórum needed to vote, and to define their position regarding the Referendum for Water, a topic that is very dear to colombians who lack economic means and therefore access to this precious liquid.

We hope that next week, the more than 2 million colombians supporting this initiative will be able to hear about developments regarding this referendum in Congress, which would benefit all colombians still having faith in its institutions and democracy.
